Drone rules in Hong Kong at a glance
- Aviation authority: Civil Aviation Department (CAD)
- Maximum height: 91 m (300 ft) above the ground, unless an authorization allows more. For drones over 250 g; drones of 250 g or less: 30 m (100 ft).
- Registration: Drones over 250 g and their remote pilots must be registered with the CAD on the eSUA portal. Official page

- Restricted flying zones come from several gazette notices, all drawn on the eSUA Drone Map: G.N. 4991 of 2022 (the airport, helipads, radar and navigation stations, Victoria Harbour and peaks such as Victoria Peak and Tai Mo Shan); G.N. 5936, in force since 26 September 2026, with the 28 zones of the Low-altitude Economy Regulatory Sandbox (it replaced G.N. 927 of February 2026 and covers places such as parts of High Island Reservoir and Tolo Harbour); and G.N. 5797, in force since 18 September 2026, with government and security sites such as police stations, prisons, barracks and courts. - Happy Valley and Sha Tin racecourses are restricted only on race days, from one hour before the first race to 30 minutes after the last (G.N. 5133 and G.N. 5134 of 2026). The CAD also announces temporary zones, for example over Victoria Harbour for events; they appear on the eSUA map.
- Flights wholly inside an enclosed area are exempt from the RFZ restriction.
How to get authorization to fly in a restricted zone

- Flying in an RFZ is an advanced operation that needs prior CAD permission: discuss the plan with the CAD (sua@cad.gov.hk) well in advance. Official page
- Apply for an Advanced Operations Permission under Advisory Circular AC-002 (24 April 2026), by email to sua@cad.gov.hk with form AC-002: the remote pilots need a CAD Remote Pilot Certificate with Advanced Rating, and third-party insurance of at least HK$10 million is required for Category A/B drones.
