Drone rules in Hong Kong at a glance

  • Aviation authority: Civil Aviation Department (CAD)
  • Maximum height: 91 m (300 ft) above the ground, unless an authorization allows more. For drones over 250 g; drones of 250 g or less: 30 m (100 ft).
  • Registration: Drones over 250 g and their remote pilots must be registered with the CAD on the eSUA portal. Official page

  • Flights wholly inside an enclosed area are exempt from the RFZ restriction.

How to get authorization to fly in a restricted zone

  1. Check the eSUA Drone Map for Restricted Flying Zones (RFZ), including the areas around the airport. Official page
  2. Flying in an RFZ is an advanced operation that needs prior CAD permission: discuss the plan with the CAD (sua@cad.gov.hk) well in advance. Official page
  3. Apply for an Advanced Operations Permission with form AC-002 and hold the required third-party insurance. Official page
  4. Flying a DJI drone? With the authorization in hand, request an unlock on DJI FlySafe. DJI's unlock does not replace the authority's permission.
